Almost so, but... a Minus added{?} to by another Minus results in a larger Minus {hence the oft quoted "Plus" }. Kwasi seems to have found that out with a practical demonstration. The rhetoric certainly seemed to centre on giving more out of the treasury and bringing less in - which would, apparently bring increases to the gov't income. Perhaps he confused that with, multiplying by Plus and Minus results in Minus, but Minus times Minus gives a positive.
