Light rail trains do not have to stop at the stop signs, but they must obey the traffic signals(e.g.- in Los Angeles).  Wendell Idaho, USA Probably similar to the UK Light Rail trains (Trams to us) have their own aspects on traffic signals, so they can integrate with the regular traffic. From the looks of these pictures, a bicyclist still has enough room to ride between the parked vehicles and the railroad track(even with a car driving by).
