It's a nice letter substitution in the retouching but pretty obvious, certainly to people who have seen the "CHAINS REQUIRED" signage. What is also odd is the 25 mph speed limit - which looks modified too. The sort of road that would have "CHAINS REQUIRED" signage is more likely to have a 55 mph speed limit. That would be on the back or in tiny lettering. It just looks wrong. There's a California 'chains required' sign here. Oregon signage is slightly different. However why change the speed limit? Can't see the logic of that, to me 55 would work just as well. Why add the 8E-A?
