It's a legal requirement, when leaving a restricted zone. What those signs are actually doing is cancelling the restriction on the other side of the sign. They say nothing about what happens beyond them. I suspect the pier is a private road, and no legal limit applies. But they do look funny, if you are a driver. The de-restricted part is a single file, two hundred yard dead end. I do sometimes wonder if the highways department gets a bonus for each sign they put up.
