Not a negative Whacky sign,
but part of the 'Driftwood Spars Brewery' hospitality area (tent) at the Royal Cornwall Show..

An announcement at Quorn at the GCR today:

 

"Could the traffic management crew please return to their vehicle and move it out of the way. You are causing an obstruction to exiting vehicles."

 

Traffic management of all people... :D

Probably their way of managing traffic - if it don't move, it's not a problem...

/\This looks like it might be the start of the "hundred mile beach" in New Zealand, which is not a hundred miles long but can be driven on and does have a speed restriction sign as you go onto it (100kph). It might just be a fill in flash.

Fill in flash along a with reflective sign sounds quite plausible.
