Sir Ray
Those look like Arch-bar trucks - if so, arch-bar trucks were banned from interchange in 1939 (obviously the flatcar is not going to be interchanged anyway, as it is MOW). I doubt arch-bar trucks were being produced in North America up to that cut-off date, probably a decade or more earlier, so those trucks were 70 years old, in service, and clearly NOT a museum piece. (Although looking at that bent brake-wheel staff, maybe they weren't moving that flat car at that time)
JWB
I believe it's a former Santa Fe car, which was built in the early 1900s with arch bars. These also went to the Apache Ry for log service.
