Not totally certain what you asking.  However, this is my Coopercraft (now Slaters) GWR 3 plank:

After considerable discussion here, I eventually came round to standard brakes instead of DCI.   Correction, two brakes are on the off side, a single shoe is on near side.  Each side is independent, ie not Morton.

John - my issue is that with the solebars correctly positioned as you demonstrate, the axle sideplay seems excessive - the bearings are 43mm apart v 36mm external width across the wheels.

I have had excessive sideplay on some models, adding washers to the axles improves things.  I don't have the 3 plank above, I built it for a friend and he has it.  However, measuring a few wagons, I get a distance of about 40mm between bearings.  Double check your solebar positioning to make sure they are inset from the buffer beam ends by a mm or so.
